20mph speed limit – what is the timeline of (post-implementation) surveying whether the average/highest speeds attained have actually dropped as a result of the new lowered limit?
Ealing Council’s response:
The monitoring of phase 2 of the 20-mph zone is not a short-term project. Monitoring is required over an extended period to ensure that the data is statistically significant.
There is a budget in the 2019/20 LIP programme for additional mitigation measures, and if necessary, these would be expected to be delivered in the first half of 2020.
The experience of the phase 1 20mph zone in Acton demonstrated a cut in average speeds of 1mph.
Department for Transport research estimates that there is a 6% drop in road casualties for every 1mph cut in average speeds.
